Why did this happened
This happens because you are installing librewolf from .dmg file or via command line not from Apple app store.
This means that this application that you are about to install is not verified by apple, specifically, apple hasn't verified the developers who build it and added support for apple.
Is this serious
Yes, this is serious in case of some malacious application, but since it is librewolf, we can bypass this by doing following things.
Solve
If you installed it via homebrew, then you can just add --no-quarantine to homebrew command.
Either reinstall it
brew reinstall librewolf --no-quarantine
Or while installing
brew install librewolf --no-quarantine
